In the video, Schwarzenegger talks about how pleased he is with all the ideas his Twitter followers are sharing for cutting the budget. He also briefly wields a big knife at the start of the video. Presumably, this is a knife to cut the budget with. The governor's press secretary Aaron McLear told the Daily News, "It was a gift he received yesterday. It just happened to be on his desk.
